But while they're adding teachers in places like South Korea, we're laying them off in droves. It's unfair to our kids. It undermines their future and ours. And it has to stop. Pass this bill, and put our teachers back in the classroom where they belong.
The programs that have been discussed over the last couple days in the press are secret in the sense that they are classified but they are not secret in the sense that when it comes to phone calls every member of Congress has been briefed on this program. With respect to all these programs the relevant intelligence committees are fully briefed on these programs. These are programs that have been authorized by broad bipartisan majorities repeatedly since 2006.
In sectors like energy, I haven't been arguing for more spending per se; I've been arguing that it doesn't make sense for us to spend $4 billion subsidizing an oil industry that's mature and very profitable. We should be using that money to finance clean energy of the future.
That is the American story. People, just like you, following their passions, determined to meet the times on their own terms. They weren't doing it for the money. Their titles weren't fancy. But they changed the course of history and so can you.
Our intelligence agencies will continue to gather information about the intentions of governments - as opposed to ordinary citizens - around the world, in the same way that the intelligence services of every other nation does. We will not apologize simply because our services may be more effective.
This self-reflection, this willingness to examine ourselves, to make corrections, to do better, that's part of what makes us Americans. It's part of what sets us apart from other nations, the United States is the most professional, most capable, most cutting-edge intelligence community in the world.
It's a moral imperative, it's an economic imperative, and it is a security imperative. For we've seen how spikes in food prices can plunge millions into poverty, which, in turn, can spark riots that cost lives, and can lead to instability. And this danger will only grow if a surging global population isn't matched by surging food production. So reducing malnutrition and hunger around the world advances international peace and security - and that includes the national security of the United States.
